House passed H.R. 8, legislation to avert the &amp;ldquo;fiscal cliff.&amp;rdquo; Here are the real
estate provisions in the bill. &lt;/span&gt;&lt;font face="Times New Roman" size="3"&gt;

&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;line-height:normal;"&gt;&lt;span style="font-family:'Arial','sans-serif';font-size:18pt;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;&lt;font face="Times New Roman" size="3"&gt;

&lt;/font&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;line-height:150%;"&gt;&lt;span style="line-height:150%;font-family:'Times New Roman','serif';font-size:18pt;"&gt;1. Mortgage Cancellation Relief is
extended for one year to January 1, 2014. &lt;/span&gt;&lt;span style="line-height:150%;font-family:'Arial','sans-serif';font-size:18pt;"&gt;&lt;/span&gt;&lt;/p&gt;&lt;font face="Times New Roman" size="3"&gt;

&lt;/font&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;line-height:150%;"&gt;&lt;span style="line-height:150%;font-family:'Times New Roman','serif';font-size:18pt;"&gt;2. Deduction for Mortgage Insurance
Premiums for filers making below $110,000 is extended through 2013 and covers
2012. &lt;/span&gt;&lt;span style="line-height:150%;font-family:'Arial','sans-serif';font-size:18pt;"&gt;&lt;/span&gt;&lt;/p&gt;&lt;font face="Times New Roman" size="3"&gt;

&lt;/font&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;line-height:150%;"&gt;&lt;span style="line-height:150%;font-family:'Times New Roman','serif';font-size:18pt;"&gt;3. 15 year straight-line cost
recovery, for qualified leasehold improvements on commercial properties, is
extended through 2013 and covers 2012. &lt;/span&gt;&lt;span style="line-height:150%;font-family:'Arial','sans-serif';font-size:18pt;"&gt;&lt;/span&gt;&lt;/p&gt;&lt;font face="Times New Roman" size="3"&gt;

&lt;/font&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;line-height:150%;"&gt;&lt;span style="line-height:150%;font-family:'Times New Roman','serif';font-size:18pt;"&gt;4. The bill also includes an Energy
Efficiency Tax Credit of 10% (up to $500) for homeowners for energy
improvements to existing homes through 2013 and covers 2012. &lt;/span&gt;&lt;span style="line-height:150%;font-family:'Arial','sans-serif';font-size:18pt;"&gt;&lt;/span&gt;&lt;/p&gt;&lt;font face="Times New Roman" size="3"&gt;

&lt;/font&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;line-height:150%;"&gt;&lt;span style="line-height:150%;font-family:'Times New Roman','serif';font-size:18pt;"&gt;5. They Permanent Repealed the Pease
Limitations for 99% of Taxpayers.&lt;/span&gt;&lt;span style="line-height:150%;font-family:'Arial','sans-serif';font-size:18pt;"&gt;&lt;/span&gt;&lt;/p&gt;&lt;font face="Times New Roman" size="3"&gt;

&lt;/font&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;line-height:150%;"&gt;&lt;span style="line-height:150%;font-family:'Times New Roman','serif';font-size:18pt;"&gt;6. Capital Gains rate stays at 15%
for those individuals at $400,000 &amp;amp; joint filers at $450,000. After that,
any gains above those amounts will be taxed at 20%. The $250k &amp;amp; $500k
exclusion for the sale of a principal residence remains in place. &lt;/span&gt;&lt;/p&gt;&lt;font face="Times New Roman" size="3"&gt;

&lt;/font&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;line-height:150%;"&gt;&lt;span style="line-height:150%;font-family:'Times New Roman','serif';font-size:18pt;"&gt;and finally &lt;/span&gt;&lt;span style="line-height:150%;font-family:'Arial','sans-serif';font-size:18pt;"&gt;&lt;/span&gt;&lt;/p&gt;&lt;font face="Times New Roman" size="3"&gt;

&lt;/font&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;line-height:150%;"&gt;&lt;span style="line-height:150%;font-family:'Times New Roman','serif';font-size:18pt;"&gt;7. The Estate tax is exempted at the
first $5 million dollars for individual estates and $10 million for family
estates.&lt;/span&gt;&lt;/p&gt;&lt;font face="Times New Roman" size="3"&gt;

phone call and we have a liaison from Con Edison stationed at Village Hall. 
&lt;br /&gt;&lt;br /&gt;To date, this is what we have learned:&lt;br /&gt;&lt;br /&gt;&amp;bull;       166,000 
Westchester residences have no power.&lt;br /&gt;&lt;br /&gt;&amp;bull;       There are three hospitals, 
132 schools and dozens of polling stations still without power.  Con Edison will 
be addressing these first.&lt;br /&gt;&lt;br /&gt;&amp;bull;       Their other high priorities are water 
and sewage treatment plants powered by Con Edison.&lt;br /&gt;&lt;br /&gt;&amp;bull;       Mutual aid 
crews are now arriving from Maryland, Alabama and California.  Those with 
underground expertise are headed to New York City.  Those with overhead line 
experience are deployed to Westchester.&lt;br /&gt;&lt;br /&gt;&amp;bull;       Regular Westchester 
County crews are not being diverted to New York City.&lt;br /&gt;&lt;br /&gt;&amp;bull;       2,598 
customers in Bronxville are out of power (94% of our Village).&lt;br /&gt;&lt;br /&gt;&amp;bull;       
The first step in the process has been safety.  We have two crews in the Village 
that just completed removing all the live wires from the Village.&lt;br /&gt;&lt;br /&gt;&amp;bull;       
The crews are beginning restoration with a concentration on schools and polling 
places first.&lt;br /&gt;&lt;br /&gt;&amp;bull;       Other repairs are prioritized by Con Ed on the 
following basis:&lt;br /&gt;-       The easiest repairs (other nearby communities had 
some easy fixes - i.e., reset a generator box)&lt;br /&gt;-       The repairs that will 
give power to the most people on a feed&lt;br /&gt;-       All of Bronxville repairs are 
more complicated as there has been significant line damage due to falling trees 
and poles&lt;br /&gt;&lt;br /&gt;&amp;bull;       Residents must keep calling Con Ed to report their 
individual outages at 1-800-75ConEd.  It is a completely antiquated system but 
that is what they have as they process a &amp;ldquo;ticket&amp;rdquo; for each address and how they 
measure the seriousness of an outage.&lt;br /&gt;&lt;br /&gt;&amp;bull;       Just announced:  Con Ed 
does not expect 100% restoration in the entire County to take place November 
10th or 11th.&lt;br /&gt;&lt;br /&gt;&amp;bull;       Additionally, we were just advised that the data 
shown on the map Con Ed provided on-line to customers is incorrect and has not
